Video Shows Man Masturbating Outside Women's PG

Around midnight on June 12, the Delhi Commission for Women (DCW) received a complaint from the resident of a female paying guest (PG) facility in North Delhi. The resident claimed that she was standing with her female friends on the balcony when a young man outside the building was indulging in unsolicited sexual acts while staring at them.

The DCW has directed the Delhi police to submit an action-taken report regarding a complaint of sexual harassment filed by a female resident.

The video shows a man standing against a car and masturbating in public while his view seems to be fixated on the balcony of the building.

Based on their complaint, a notice was sent to Delhi Police on June 19 seeking an action taken report. However, the Delhi police reportedly failed to submit a reply.

Now the Delhi Commission for Women has issued a summons to the Delhi Police to submit an action taken report in the case. The DCW asked Delhi police to submit a copy of the FIR and details of the arrests made regarding the issue.

The DCW has also instructed the Delhi police to provide a reason why the action taken report has not been submitted by the deadline. It has directed the Station House Officer (SHO) of the Maurice Nagar police station to appear before the panel on June 28 and provide the action taken report.

DCW chief Swati Maliwal took to her Twitter handle to express how criminals are so emboldened in Delhi. She called it a "very serious" case.

Sharing videos of the incident, the DCW chief wrote about how the safety of the thousands of girls and women who lived in PGs in Delhi was extremely crucial. She questioned why no action was taken by the police in the first instance and directed that an FIR be filed against the offender and that police make an immediate arrest to deter such crimes.

Bengaluru Man Arrested For Filming Women

In other news, a man was arrested in Bengaluru for secretly filming women taking baths at a paying guest facility in the Mahadevpura area. The accused was identified as Ashok, 25, a resident of a men’s PG in the same locality. He was caught red-handed while filming the women from his PG facility.

The accused was allegedly recording women from the ventilation hole at his PG building. He was caught by the locals and handed over to the police on June 21. The police found seven videos of women bathing on the accused’s phone and discovered that he had been filming women over a period of three to four months.

He has been booked under Section 354 (Voyeurism) of the Indian Penal Code, and the police are investigating the accused to ascertain if the accused was blackmailing any of the women in the video.
