She said that the government should create a system to punish those accused of raping minors with the death penalty.

"It is not only the rape of these children but it is my rape. I have written to you earlier many times but you choose not to reply. Sir, you are a ray of hope for all the girls including me. You have the responsibility for providing safety and security to these women and girls."

"I want to divert your attention towards the incident where an eight-month-old girl was raped. This little girl is suffering and fighting for her life at AIIMS," she said.

Apart from writing this letter, Malliwal has also launched a one-month long satyagraha to protest against the incident. In the past two years, Malliwal says that she has written numerous letters to Modi, but he has not answered to even a single letter.

"It is not only the rape of these children but it is my rape. I have written to you earlier many times but you choose not to reply. Sir, you are a ray of hope for all the girls including me. You have the responsibility for providing safety and security to these women and girls."

"I am on a 30-day Satyagrah since the last four days and won't go to my home during these days but will work in office in the day time, and in the night I will go to different places for inspection and will do double work.

"I am doing this satyagrah to wake up this sleeping system. I expect some contribution from your side in this cause. I request you to meet the eight-month-old girl," she said.

Malliwal was the first person from any organisation to visit the infant at the hospital. She has even announced a compensation of Rs. 50,000 to the parents of the infant. Delhi Police has arrested the offender who is also the 28-year-old cousin of the child. The baby's parents work as domestic help which is why they had to leave her with their sister-in-law whose son allegedly committed the crime.
