Guard cuts woman's sleeve: The National Commission for Women (NCW) in a statement Thursday said it had taken cognisance of an incident in Bikaner, Rajasthan where a male security guard allegedly snipped off the sleeves of a woman candidate who was appearing for the administrative services exam.
The women's panel strongly censured the incident, calling it "harassment" and directed authorities to take action in the matter. As per the statement, NCW chairperson Rekha Sharma has written to the Chief Secretary of the Rajasthan government, seeking explanation on the absence of a female security guard from the scene.
"It is utterly humiliating to make women go through such harassment and NCW strongly condemns the shameful incident... The action taken in the matter has to be apprised to the Commission at the earliest," the National Commission for Women (NCW) takes cognisance of the incident where a male security guard was reportedly seen cutting the sleeves of a top worn by a female candidate outside an exam centre for RAS 2021 in Bikaner district, Rajasthan. pic.twitter.com/JVjfXRDQXf

Guard Cuts Woman's Sleeve At Exam Centre: Here's What Happened
The NCW statement refers to a media post alleging the aforementioned behaviour by the security guard at the Rajasthan Administrative Services (RAS) exam centre. A copy of the grievance letter from NCW has been sent to the chairman of the Rajasthan Public Service Commission.
Earlier this week, another incident involving allegations against personnel deployed at an exam centre in Uttar Pradesh came to the fore. As per Times of India, acid attack survivor Resham Fatma claimed she was humiliated by officials at the State/Upper Subordinate Services prelim exams on October 24 when they "forced" her to remove the scarf from her head.
24-year-old Fatma made national headlines in 2015 after her acid attack survivor story went viral. She was the recipient of the Bharat Award that year presented to her by then-President Pranab Mukherjee.
She says she was frisked by female security, who did not object to her scarf, before entering the hall but once inside, officials told her to remove it mid-exam. Writing to the state Public Service Commission, the exam centre supervisor said the candidate was asked to remove her scarf for photo ID matching, as was protocol.
