- According to reports, Noori Khan had visited Brihaspati Bhavan in Ujjain to submit a memorandum to health minister Sr Prabhuram Chaudhary. She had a rose in her hand which she was going to give to the minister along with the memorandum.
- Khan's memorandum had reportedly outlined the shortcomings of the district's poor health system. Before she could give the memorandum to the minister, who was holding a meeting at the Brihaspati Bhavan, she was arrested.
- She was stopped by CSP Hemlata Agrawal and Traffic Inspector Manish Lodha on her way to the building. Khan was charged with enforcement of Section 144 of the CrPc.
- Khan and the police officials reportedly got engaged in a verbal duel. Later she was taken to Madhav Nagar police station. The police claimed that Khan was trying to enter the building "forcibly".
- Later, she was also charged with section 151 of the CrPc which is invoked against individuals for violating peace and entering a gathering of five or more people.
- Noori Khan was presented in front of the Sub-Divisional Magistrate but she refused to seek bail. She was then sent to Central Jail Bhairavgarh in the evening.
- Congress leaders have criticised her arrest and have claimed that Khan was just going to meet the health minister to express her concerns over the health care system of the district which is a matter of public interest.
- In her memorandum, Noori Khan had asked for justice for a government school teacher named Najma Khan who had died due to a brain haemorrhage. Khan claimed that Najma did not get proper treatment.
- She had raised objections against Chief Medical Health Officer Dr Mahavir Khandelwal's private practice. Khan alleged that when the health officer should be focussing on dealing with COVID-19, he was busy with his private practice.
- Khan alleged that Member of Parliament Anil Firojia got his staff and family members at his office. This was termed as abuse of power by Noori Khan.
- Khan, in her memorandum, had also alleged that the health department was hiding toll figures.
